keep getting B, but it doesn't seem right? why not

That's because B is correct.

You have the graph of |x| as we can see because the minimum is at x=0. It it shifted 3 units down as it's a standard transformation

It's the graph of |x| translated down by 3, which indeed, is |x| -3
