(a) Under the federal requirement, 75% of the pollutants must be removed. Cost to achieve that level (in Millions of dollars) is

$C(75) = \dfrac{10(75)}{100-75} = \dfrac{750}{25} = 30 \text{ million dollars}$

80% of the 100,000 population = 80,000 are property owners

fair share in dollars for each property owner would be $\dfrac{30,000,000}{80,000} = 375 \text{ dollars}$


get the idea?

That would be a valid assumption since there's nothing in the problem statement to the contrary.
