    Can you guys please help me solve this!?

    A police helicopter flying at a height of 85 feet shines a light on a speeding vehicle below. If the angle of depression is 62 degrees, how far away to the nearest foot is the car?

    Have you drawn a diagram? It will be a right-angled triangle. Remember that the angle of depression is measured down from the horizontal.

    Lets assume that that $x$ is the linear distance between the copter and the car.
    Then $\cos(28^o)=\dfrac{85}{x}$.
