You can take the arctangent of both sides.

$\displaystyle \begin{aligned}

\tan\,\theta &\approx 9.5143 \\

\tan^{-1}(\tan\,\theta) &\approx \tan^{-1}(9.5143) \\

\theta &\approx 1.466\,rad\:OR\:84^{\circ}

\end{aligned}$

This question looks like it's missing something, however, because we're not told if theta has to be in some interval of values, like $\displaystyle [0, 2\pi)$. For example, if we're told that theta can be any real number (where tangent is defined), then I would have to state the answer as $\displaystyle \theta &\approx 1.466 + k\pi\:\text{rad}$(k is an integer).
