I dont really understand what 3sin(2t+1) means

The range required is $\displaystyle 0<t<2\pi\Rightarrow 0<2t<4\pi$
$\displaystyle 3\sin (2t+1)=-0.8142$
2t+1=3.416 , 6.008 , 6.558 , 9.15 (all in radians)
Since sin is negative here , so t would be in the 3rd and fourth quadrant . I am sure you know this .
THen now , just do the algebra or in other words solve for t and you would get the answers .
