How do I correctly set this up.
A propeller rotates 650 times per min. Through how many degrees will a point on the edge of the prop rotate in 2.4 sec.

I would try to convert the units here to degrees per second. Right now you have rotations per minute. How many degrees are in a rotation? How many seconds in a minute? Can you convert the units now?
