I was given this question and am wondering how to solve it...

Historically, the proportion of adults over the age of 24 who smoke has been .30. In recent years much information has been published and aired that smoking is not good for ones health. A sample of 500 adults revealed on 25% of those sampled smoked. Develop a 98% confidence estimate for the proportaion of adults who currently smoke.
Would you agree that the proportion is less than 30?

As for whether you agree or not, you're probably meant to consider whether or not 30 lies in the confidence interval and then make some sort of statement regarding this ....
