There's no trick - you have to calculate the area and perimeter of both rectangles and take the ratio:

(1) $\displaystyle \frac{\text{Area of a}}{\text{Area of b}} = \frac{\text{length of a * width of a}}{\text{length of b * width of b}}$

(2) $\displaystyle \frac{\text{Perimeter of a}}{\text{Perimeter of b}} = \frac{2*(\text{length of a + width of a})}{2*(\text{length of b + width of b})} = \frac{\text{length of a + width of a}}{\text{length of b + width of b}}$

I'll let you substitute the lengths and do the calculations.
