Need some guidance again, it's been a while. Have this question from a Stats and Prob. paper:

A study of productivity has yielded the following data.

Wrkhours/Unit 24 23 22 21 20 19 18
Frequency;;;;;04 09 22 25 16 13 5

Based on the data what would you use in an estimate to have an 80% chance of a favourable rate.
