Denominator: All possible "deals" of 13 cards to a player are numbers of sets with 13 elements you can construct out of all 52 cards: $\displaystyle 52\choose 13$.
Numerator: Of these, the ones with 4 aces in them, are those that you make with all 4 aces and whatever 9 cards left to make a "deal": $\displaystyle {4\choose 4} * {48\choose 9}$
