if you have an equation for your regression line just plot it as you would normally graph a line
If you are just eyeballing it you want to try to put the line through the "center" of your points, so that half the data is above the line and half below, and even moreso you want to try to make the (square) of the distances of the points to the line be equal on top of and below the line

To plot scatter diagram, you simply put the dots on the x-y plane.
To plot the regression line, you must first set up the normal regression equations and solve for all constants. Then you will have a regression equation with which to plot the regression line.
