There are 24 equally likely outcomes.

Therefore: . $P(\text{blue}) \:=\:\frac{6}{24} \:=\:\frac{1}{4}$

2. A pair of standard dice is tossed.
What is the probability that the sum of the resulting values is not 4?
There are: . $6^2 \:=\:36$ equally likely outcomes.

How many have a sum which is 4?
