If the instantaneous rate of change of f(x) with respect to x is positive when x=1, how can we tell if f is increasing or decreasing at that point?

Just look at the wording. The RATE OF CHANGE is positive, which tells us what about the function. Well if it's changing positively then it must be increasing.
