I presume you mean N 21 degrees E, or a bearing 021^o, in which case the component North is 8\cos 21^o=7.47 and the component East is 8\sin21^o=2.87.

If you're using \vec{i} and \vec{j} as unit vectors East and North, then the vector can be written 2.87\vec{i} + 7.47\vec{j}, or as a column vector: \binom{2.87}{7.47}.

Is that the sort of thing you mean?
