9[(x+1)^2-1] +4[(y-2)^2-4]=11

9(x+1)^2-9 +4(y-2)^2-16=11

9(x+1)^2+4(y-2)^2=27

9(x+1)^2+4(y-2)^2=27

(x-1)^2+4(y-2)^2=1

the 27 is divided by4(y-2)^2
