here are the exact directions i was given, i dont understand how to solve the problems when radians is given in a form such as 3.8 or 6.4.

A.) name two angles one positive and one negitive that are coterminal with the folowing :

B.) find the refrence angle

1) 4.2
2) 5.42

also, i need to find out which quadrant each one (4.2 and 5.42) is in but do not understand how to do that either.

Why not convert them into degrees first. To convert from radians to degrees, you divide by $\pi$ and multiply by 180.

For example:

$4.2 rads = (\frac{4.2}{\pi}\times180) \deg = 240.64 \deg$
