    line equation

    Can you write y=5 in terms of y? Like you would write x=y+5 in terms of y, is it possible to do that for a horizontal line?

    no. y = 5 is y = 5

    then what would you write if the question asks you to write it in terms of y?

    y=5

    It is just like this

    y= mx + b with m being 0 and b being 5

    you should probably state the whole question. because you cannot do anything with y = 5, so you're probably reading something wrong or misinterpreting something.
