I plotted the bivariant data from your spreadsheet into a TI-84+ and the resulting graph proved to be a cubic regression that seemed to match every point. The correlation coefficient was .999102546 (pretty close to 1).

The equation is: $\displaystyle y=-.00407x^3+.15356x^2-1.27574x+18.27288$

Don't know if this is any help at all. Just throwing it out there.
