Your graph isn't very accurate . . . I had to do some*guessing*.

. . the function has $\displaystyle x + 1$ in the denominator.

Since $\displaystyle y = 3$ is a horizontal asymptote,

. . the function is of the form: .$\displaystyle f(x) \;= \;\frac{3x + b}{x + 1}$

. . where $\displaystyle b$ is the y-intercept (which was not given).
