A possible rule might be $\displaystyle y = \frac{A}{x+1} + 2$.

Sub y = 3 and x = 0: A = 1. Therefore:

$\displaystyle y = \frac{1}{x+1} + 2$.

All required features are satisfied by this function. Sketch it.
