    Consider the limiting value of y as x --> +oo:

    y \rightarrow \frac{12}{3 - 2 (0)} = \frac{12}{3} = 4 since e^{-4x} \rightarrow 0 as x --> +oo.

    Therefore the equation of the horizontal is y = ......
