Because they are parallel the two line will "look" alike. So the line you want is y=5x+b. Use x=8 & y=3 to find b.

You got the correct answer but you forgot the '+' after the b in the second step $\displaystyle 3=5(8)+b$ $\displaystyle 3=40+b$ $\displaystyle b=3-40=-37$
