     y = mx + c

    5 = - \frac{2}{3} (4) + c

    5 = - \frac{8}{3} + c

    5 + \frac{8}{3} = c

    c = \frac{23}{3}

    y = - \frac{2}{3} x + \frac{23}{3}

    Start with slope-intercept form: y=mx+b

    y=\frac{-2}{3}x+b

    Plug your x and y coordinates in...

    5=\frac{-2}{3}4+b
    \frac{15}{3}=\frac{-8}{3}+b
    b=\frac{23}{3}

    y=\frac{-2}{3}x+\frac{23}{3}
