there are three possible ways to read your equation. Which one was meant, I don't know:

1. $f(x)=2x+\frac{14}{x^2}+7=\frac{2x^3+7x^2+14}{x^2}, \ x\in \mathbb{R} \setminus {0}$ because the division by zero (0) is not allowed.

2. $f(x)=2x+\frac{14}{x^2+7}=\frac{2x^3+14x+14}{x^2+7} ,\ x\in \mathbb{R}$ because $x^2+7\geq 0$ , that means: no restrictions.

3. $f(x)=\frac{2x+14}{x^2+7},\ x\in \mathbb{R}$ because $x^2+7\geq 0$ , that means: no restrictions.
