In March 2006, the Bureau for Economic Analysis (BEA) issued a press release detailing per capita income rankings for the states. An excerpt is provided...
"Connecticut led the nation with a per capita income 38 percent above the national average. Louisiana's per capital income was 28 percent below the national average"
Write the equation of a function that relates the per capita income of Connecticut to the per capita income of Louisiana.

This is my first time posting here so I'm still a little confused, if I did anything wrote with where/how I posted this please just let me know!

Let $a$ = the national average.

Then: . $\begin{Bmatrix}CT \;=\;1.38a & \;\Rightarrow\; & a \;=\; \dfrac{CT}{1.38} & [1] \\ \\ LA \; =\; 0.72a & \Rightarrow & a \;=\; \dfrac{LA}{0.72} & [2] \end{Bmatrix}$

Equate [1] and [2]: . $\dfrac{CT}{1.38} \:=\:\dfrac{LA}{0.72} \quad\Rightarrow\quad \dfrac{CT}{LA} \:=\:\dfrac{1.38}{0.72}$

Therefore: . $CT \:=\:\dfrac{23}{12}LA$
