If the radius of the water wheel is 3 m, then the diameter of the water wheel is 6 m, of course. Was that the diameter you meant?
The problem says you should take the "first point" (which I interpret to mean t= 0) at the lowest point Since the center is a water level and the water wheel has radius 3m, initially the point on the water wheel is 3 m below the water. After 20 seconds, it will be 3 m above the water. Do you see why? When will it be at water level?
