What is the equation of a rational function with an oblique asymptote at y=x-3 and a vertical asymptote at x=-4

This is what I did so far
f(x) = (x-3)+a/x+4

How do I find out what a is?

The constant a can be any real non-zero value. You have found a family of functions satisfying the given requirements. Unless you are given a point it must pass through, I would just combine terms. If you want to just write one example, I suggest letting a = 12.
