    What does this mean and read as?

    2e-12

    Is it 2 x e^-12 or 2 x 10^-12 ?

    Most likely the latter, especially if the context is related to computers. See E notation in Wikipedia. If it were 2e^{-12}, it should have been written as 2e^(-12) or 2exp(-12).
