Find the Earth's circumference. Find what fraction of the circumference constitute 600 km. The same fraction of 360 degrees constitutes the difference in latitudes of the two cities.

$\displaystyle \frac{x}{360} = \frac{600}{2\pi \cdot 6378}$

... solve for $\displaystyle x$ , the difference in degrees latitude.
