    Find the Earth's circumference. Find what fraction of the circumference constitute 600 km. The same fraction of 360 degrees constitutes the difference in latitudes of the two cities.

    as emakarov said, set up a proportion ...

    \frac{x}{360} = \frac{600}{2\pi \cdot 6378}

    ... solve for x , the difference in degrees latitude.
