If y < -3 , then |y+3| / y + 3 = ?

what are the steps? i thought it would be one but that doesnt make sense because y < -3

If $y<-3$ then $|y+3|=-(y+3)$ thus $\frac{|y+3|}{y+3}=~?$ if $y<-3$.

$-1$ is correct.
All you know is $y<-3$.

If fact, $\frac{{\left| {y + 3} \right|}}{{y + 3}} = \left\{ \begin{gathered} - 1,\;y < - 3 \hfill \\ \;\;1,\;\;y > - 3 \hfill \\ \end{gathered} \right.$
