If $\displaystyle y<-3$ then $\displaystyle |y+3|=-(y+3)$ thus $\displaystyle \frac{|y+3|}{y+3}=~?$ if $\displaystyle y<-3$.

$\displaystyle -1$ is correct.
All you know is $\displaystyle y<-3$.

If fact, $\displaystyle \frac{{\left| {y + 3} \right|}}{{y + 3}} = \left\{ \begin{gathered} - 1,\;y < - 3 \hfill \\ \;\;1,\;\;y > - 3 \hfill \\ \end{gathered} \right.$
