What are you supposed to do with these? You haven't asked a question!

3. Graph. sorry. so I don't know how to enter the equations into my TI84 plus calculator.

I sincerely hope you aren't having difficulties sketching the first one by hand! That's just a constant function.

If worst comes to worst, just pick a bunch of x values and find out f(x) and put it all on a graph.

For the second one, I'll give you a hint: It's a parabola and $x^2 + 4x + 4 = (x + 2)^2$

5. I'm supposed to graph using my calculator first and I don't know how to enter the inequalities.

After you input your equation into the "Y=" editor, you are looking for a screen titled "window." The window allows you to set lower bounds, upper bounds, etc. on the graphing.
