multiplying the function by two puts a vertical stretch of 2 on your function (each y value is multiplied by 2)

subtracting three at the end results in a downward shift of 3 (subtract 3 from every y value)

so multiply each y value by 2 then subtract 3

    (-5,-13) (0,3) (7,3)
