I need to find the set of all values of $\displaystyle a$ that make the following inequality true, Limit as x approaches a- for f(x)$\displaystyle \leq$f(a)

As you approach any of those solid dots from the left, you'll be approaching from the segment directly below it, until you get to x > 1, at which point the segments are above the dots.
So I think they're asking for the x-values of the dots, but only for x < 1.
