The midpoint of AB is $\displaystyle M\left(-3,\frac{3}{2}\right)$. The equation of CM: $\displaystyle \frac{x-4}{-3-4}=\frac{y+1}{\frac{3}{2}+1}\Rightarrow 5x+14y-6=0$
