    You want x and (x + 1/2) to have the same integer part. This means that the fractional part of x must be between 0 and .4999... (if it were .5 then x + 1/2 would be the next largest integer).

    Therefore the solution set is the set of all x such that the fractional part of x is >= 0 but < .5.
