    On most forums, administrators and global moderators are the only people that can delete accounts. At the sites which I administrate/moderate, we usually require that the request be accompanied with a valid reason for removing the account. Asking for one's posts to be removed as well is looked upon with suspicion of academic dishonesty and usually not done, as this can gut topics and leave them making no sense, particularly if they are the first post in a topic.
