Unfortunately you didn't use grouping brackets to be clear. I assume that you mean

$\displaystyle \frac4{x+3} = \frac23$ ............................... instead of $\displaystyle \frac4x + 3 = \frac23$

Multiply by the denominators and cancel:

$\displaystyle \frac{4\cdot 3 \cdot (x+3)}{x+3} = \frac{2\cdot 3 \cdot (x+3)}3$

$\displaystyle 12 = 2x + 6$

Solve for x.

The 2nd question should be done in a similar way.
