Our transfer rate is 420 bits per 35 ms. Our conversion factors are

$1\mathrm{\ kilobit\ (kb)} = 1024\mathrm{\ bits\ (b)}$, and

$1\mathrm{\ second\ (s)} = 1000\mathrm{\ milliseconds\ (ms)}$.

So,

$\frac{420\mathrm{\ b}}{35\mathrm{\ ms}} = \frac{420\mathrm{\ b}}{35\mathrm{\ ms}}\cdot\frac{1\mathrm{\ kb}}{1024\mathrm{\ b}}\cdot\frac{1000\mathrm{\ ms}}{1\mathrm{\ s}}$.

Notice that all the units cancel out except for the kb on top and the s on the bottom.
