What is it called when numerals in a given base are not equally distributed?

I believe there is a term for this, but I can't remember what it is and I can't find it anywhere. For example, in evaluating large sets of numbers in base-26, I've noticed that every fourth numeral in the notation system is more favored than the others. I don't recall if the term I'm looking for refers to specific numbers that, when represented in a given base, have this property, or if the term refers to the base itself.

Could you be more specific? (base 26 suggests you are looking at cipher systems and letter frequencies which are known not to have a uniform distribution).
