$\frac{2}{x}+\frac{y}{3}$

$=\frac{2(3)+y(x)}{3x}$

$
=\frac{6+yx}{3x}

For general explanations of the "how", try some online lessons.

Short version: To add rational expressions, which are just polynomial fractions, you can use many of the same techniques that you use for adding "regular" (numerical) fractions: find the common denominator, convert to that common denominator, and then add the numerators. :D
