    well its pretty basic,
you just need to ask yourself the right questions:
what number that 2 raised to,gives you 4?
and second question is what number that 2 is raised to,gives you 16?

    \log_2 4 - \log_2 16 = log_2 2^2 - \log_2 2^4 = 2 - 4 = -2.
