has a length of what? in any case, use the distance formula. say the length was L and the possible coordinates of the other point are of the form (x,y), then we have

$\displaystyle \sqrt{(x - 9)^2 + (y - 3)^2} = L$

(note that you can simplify this to get the equation of a circle)
