This is a circle graph (aka pie chart). The question asks what percent is 24 degrees out of the total 360 degrees.

Just a bit more detail then what Jake said....
A pie chart shows percentages, looking at Jake's pie chart you see that Individual income taxes are the governments biggest source of revenue and therefore have the biggest sector, which means that it has the most degrees, compared to every other sector, at its vertex (the center of the circle)
