    Time and distance are not the same "units" and cannot be converted.

    But what I suspect you mean is 6 degrees, 15 min, 10 secs if so

    1 min =\frac{1}{60}degree \\\ 1 sec = \frac{1}{3600}degree

    so we get

    6+\frac{15}{60}+\frac{10}{3600} \approx 6.23278^\circ
