    why is it that when they reflected the equation y=1/X^4 in the y axis they put the negative at the top (-1/x^3) but when they reflected 1/x^3/4 they put the negative on the bottom (1/-x^3/4)? thanks

    It's the same thing:

    \frac{-a}{b}=\frac{a}{-b}=-\frac{a}{b}

    You're just moving the negative sign around, but it's still there.

    Normally you should put it at the top though, as that seems to be the trend nowadays.
