Here is a vocabulary lesson.
If one says "integers from one to thirty" means $1\le n\le 30$.
If one says "integers between one to thirty" means $1< n< 30$.

Now to answer question is: $\frac{{\left\lfloor {\frac{{30}}{5}} \right\rfloor }}{{30}} = \frac{1}{5}$
