No!!!!! You can't forget to write out the 10.

$28000000 = 2.8 \times 10^7$

Mathematically speaking, $2.8^7 = 2.8 \times 2.8 \times 2.8 \times 2.8 \times 2.8 \times 2.8 \times 2.8 \times 2.8 = 1349.2928512$

Power sign
Generally ^ is the power sign in computer languages as many comupter languages can't display power properly.

So 10^6 generally means 10*10*10*10*10*10 (6-times) or 1000000
