Correct formula for average headcount
I have four teams in my department.However, each team has different headcount(members).I have to assign points to each member in the respective team for a competition.The points are given from 1-3 points with 3 being the best ranking.The team with the highest points will win the competition.However, I would like to know if there is way to average the headcount since every team has different headcount.
The reason is if I dont do that, there is a possibility that the team with highest headcount might win the competition compared to the team with the lower headcount .Is there a way to be fair in the calculation?

I have attached a sample. Each team has a different headcount. However, team A has the highest points since the team has the highest headcount of 13. Is there a calculation to derive a more accurate result ? I feel team B shoud win since the team has 2 members with 2 points compared with any other team.I can't change headcount but is there a way to arrive at a better formula ?
