# Correct formula for average headcount

I have four teams in my department.However, each team has different headcount(members).I have to assign points to each member in the respective team for a competition.The points are given from 1-3 points with 3 being the best ranking.The team with the highest points will win the competition.However, I would like to know if there is way to average the headcount since every team has different headcount.
The reason is if I dont do that, there is a possibility that the team with highest headcount might win the competition compared to the team with the lower headcount .Is there a way to be fair in the calculation?

This is my first post and I am not sure if this is the correct category. Please advise. Thanks.

What is wrong with the average points per head in a team being used?
