SAS graphing help

Does anybody know how I can plot this table in SAS?

My concerns lie with the horizontal axis. How can I get the axis labeled to look something like this?

$\begin{tabular}{cccc|| cccc|| cccc|| cccc|| cccc||} 1&2&3&4&1&2&3&4&1&2&3&4&1&2&3&4&1&2&3&4\\ & 1998 & & & & 1999 & & & & 2000 & & & & 2001 & & & 2002 & &\\ \end{tabular}$

I don't need the double lines in between each set of quarters but I would like the year underneath each set to make it obvious as to which year they correspond.

My alternative would be to label the horizontal axis 1998-Q1, 1998-Q2...

But I don't know if that's even possible. I'm pretty new to SAS. Any help would be appreciated.
