I have not had luck plotting non-functions in Mathematica. I would solve for z, resulting in

$\displaystyle z=\sqrt{1-x^2}+\frac{1}{2}$

OR

$\displaystyle z=-\sqrt{1-x^2}+\frac{1}{2}$

Then inputting

Code:`Plot3D[{Sqrt[1 - x^2] + 1/2, -Sqrt[1 - x^2] + 1/2}, {x, -10, 10}, {y, -10, 10}]`

Or you could try a ParametricPlot3D command.

Isn't that just a circle in the xz-plane?
